This is counted per person across every sequence, not per sequence. Three sequences each sending twice a week are each perfectly reasonable, and the person on the other end gets six emails — nobody who set any one of them up did anything wrong.

Every enrollment is put in one of two versions of a step and stays there, so nobody gets two different subject lines in one thread. A winner is only named once there is enough history for it to mean something.
